Patrick Orr is a mortgage policy analyst at the Consumer Financial Protection Bureau where he is responsible for monitoring and providing market analysis for policy and research initiatives related to secondary mortgage markets. Patrick also manages and oversees the planning and implementation of the Home Mortgage Disclosure Act rulemaking.

Prior to joining the CFPB, Patrick worked for the Special Inspector General for TARP (SIGTARP) auditing the use of mortgage related TARP funds. Before SIGTARP, he was a strategy consultant with Booz Allen Hamilton focused on providing solutions to complex financial business problems in the government sector. His banking experience began at Fannie Mae in the Single-Family Lender Strategies group and moved to IndyMac Bank where he traded mortgage servicing rights and managed construction to permanent profitability. He holds a BBA in Business Management from Howard University and an MBA with concentrations in Finance & Strategy from Case Western Reserve University’s Weatherhead School of Management.
