Patrick Orr

Patrick Orr is the Director of Capital Projects Funds (CPF) at the U.S. Department of the Treasury.

Prior to joining the Department of Treasury, he was a mortgage policy analyst at the Consumer Financial Protection Bureau where he was responsible for monitoring and providing market analysis for policy and research initiatives related to secondary mortgage markets. Patrick also managed and oversaw the planning and implementation of the Home Mortgage Disclosure Act rulemaking. Before the CFPB, Patrick worked for the Special Inspector General for TARP (SIGTARP) auditing the use of mortgage related TARP funds. Before SIGTARP, he was a strategy consultant with Booz Allen Hamilton focused on providing solutions to complex financial business problems in the government sector. His banking experience began at Fannie Mae in the Single-Family Lender Strategies group and moved to IndyMac Bank where he traded mortgage servicing rights and managed construction to permanent profitability. He holds a BBA in Business Management from Howard University and an MBA with concentrations in Finance & Strategy from Case Western Reserve University’s Weatherhead School of Management.
