Darrell Rico Doss is Counsel and Committee Designee for Congressman Wm. Lacy Clay who chairs the Housing, Community Development and Insurance Subcommittee on the House Financial Services Committee and handles small business, taxation, trade, agriculture, budget, and foreign affairs issues. Prior to joining the Congressman’s office as Legislative Counsel, Rico was a Mansfield Fellow from 2015-2016 in Tokyo, Japan where he worked at the Bank of Japan, Ministries of Finance, Agriculture, and the principal securities regulator in Japan.

Rico earned his Series 7 while at Morgan Stanley, and has also worked at Citigroup, in addition to stints in the Senate and the Court of Federal Claims. A native Chicagoan, Rico holds an LL.M. in Tax from the University of Washington in Seattle, a J.D. from the University of Oregon School of Law, and a B.A. from the University of Illinois-Urbana-Champaign. He is a member of the Maryland and District of Columbia bars. He has a professional interest in constitutional law, capital markets, the history of central banks, and various aspects of international taxation. Rico plays competitive tennis and continues to strive to encourage increased diversification of the sport.
